This issue is part of the EPIC: Improve Multitenant #4693

A need that each organization that uses an instance within Decidim has is that it can not configure a different email sending address for each instance. It is necessary that the SMTP access data can be defined differently by each instance, either through code, or through the instance administration panel (/admin) or in the system administration panel (/system).
