🎩 User Story

In order to make filtering easier when lots of proposals are available, we should create a search filter as a sidebar on the list.

We can implement the filters in several pull-requests.

This filter should include:

• Search by text
• Search by origin (only two categories now: official, citizenship)
• Filter by category
• Filter by subcategory

Search results should be automatically reloaded via rails ujs when filters are activated.

Note: The lists collapses and shows a toggle on mobile.
