🎩 Description

For bug reports:

• What went wrong?
  We should we able to link the proposals when creating a new result for accountability.
  Currently when a new result is created, the proposals can not be linked (even proposals are not shown).
  You must create the result first without links wanted, save it and re-enter in order to be able to see the proposals and to link them.
  Proposals to link should appear when the new result is created.
