Threshold support/voting needs to be better distinguished from maximum votes #2965

🎩 Description

For bug reports:

  • What went wrong?
    When defining the new threshold feature for proposal support/vote, elements of the "Maximum Number of Votes" were reused. But the feature is different and configuration should also display differently. The use case of Maximum Number of votes is rare, whereas the feature of threshold for votes is much more common. In the admin panel it should be ticked as Threshold (not maximum) and at the participant interface level, when threshold is used the following alert should be changed. "Voting is subject to the following rules: Each proposal can receive a maximum of 5 votes. Each proposal can accumulate more than maximum votes" to "Voting is subject to the following rules: In order to be accepted proposals need to reach X supports. Each proposal can accumulate more than X supports". In fact as it displays now it doesn't make any sense to state first that a proposal can have a maximum of 5 or 10 supports and immediately after that it can accumulate more than the maximum
