Scopes are similar to categories in a participatory process, but they are common for all processes, so we add them to the organization instead of each process.
Scopes are used to help the users know what is the scope of a process, example: does it affect the whole city, or just a neighbourhood, (or district)?
An organization can define its own list of scopes and entities created in a process can choose its scope (a meeting, a proposal, etc).
Scopes just have a unique name and belong to an organization.
