🎩 User Story

A process can have multiple categories, which can hold subcategories (not subsubcategories!). We should add a section in the participatory process menu in admin in order to manage those categories.

Categories serve as a taxonomy for components to use for while in the context of a participatory process.

I18n fields:

• Name (I18n)
• Description (I18n)
