Describe the bug

When I go to https://beta.try.decidim.org/admin/taxonomies/1/edit and translate a taxonomy in french, the translation saves in the primary language (french translation replaces the english version)

To Reproduce

1. go to https://beta.try.decidim.org/admin/taxonomies/1/edit
2. translate a taxonomy to french
3. save > the french is saved and replaces the primary language (english)

Expected behavior

I should be able to translate taxonomies in secondary languages
