Describe the bug

On Mobile, on a Budget page:

• The layout of this page is not optimal on Mobile
• The dropdown Trier les projets par is on two-line
• The buttons Ajouter don't have the right horizontal padding

To Reproduce

1. Go to a Budget Page
2. Use the mobile version from the browser

Expected behavior

• Use available horizontal space for the Trier les projets par dropdown to make it fit on one line
• Align the dropdown Trier les projets par on the left, aligned with Filtrer et rechercher
• Horizontal padding for the Ajouter buttons should be the same as vertical padding
• Reduce the vertical spacing between Filtrer et rechercher and Trier les projets par
