Describe the bug

When creating an official proposal, suggested hashtags are displayed without margin in the form.

To Reproduce

1. Go to a proposal component
2. Add suggested hashtags for participants in the component configuration
3. Click on "New proposal" from the admin panel
4. See the suggested hashtags in the proposal creation form.

Expected behavior

The suggested hashtags item should have a margin.
