Participants currently lack easy access to ongoing open debates on the home of participation spaces. Having a dedicated content block to highlight active debates would improve engagement and visibility.

Describe the solution you'd like
As an admin, I want the ability to add a content block that will display a maximum of 3 open debates on a participation space home.

Acceptance criteria:

• Given I am an admin, when configuring the landing page of a participation space, then I should be able to add a content block for open debates.
• Given the block is added, when participants view the homepage of a space, then they should see a list of (maximum 3) open debates with titles, descriptions, and a link to view all (see mockup).
• Given the block is added and there are no open debates, when participants view the homepage or space home, then the block should not be displayed.
