Implement sticky buttons for main CTAs in Mobile UI #12891

Description

@carolromero

Is your proposal related to a problem?

As a participant, I may find it difficult to access main actions in the mobile UI due to the need to scroll through content, leading to a less efficient and engaging experience.

Describe the solution you'd like
I'd like to see a clear button for the main Call to Actions (CTAs) that remain accessible on the screen as I scroll through the detail view of the Meetings, Proposals, Surveys, and Budgets components.

Acceptance criteria

  • Given I'm a participant viewing the Meetings component on mobile, when I access the detail view, then I should see a sticky button to register or reply to a poll depending on the timing of the meeting.
  • Given I'm a participant viewing the Proposals component on mobile, when I access the detail view, then I should see a sticky button to vote. This button should have three variations based on settings: vote with no visible number of votes, vote with visible number of votes, and vote with a threshold.
  • Given I'm a participant viewing the Surveys component on mobile, when I access the detail view, then I should see a sticky button to answer the survey. This should apply to both surveys with no sections (one page) and surveys with sections.
  • Given I'm a participant viewing the Budgets component on mobile, when I access the detail view, then I should see a sticky button to vote.
  • Given the sticky buttons are implemented, when using the mobile UI on different devices and screen sizes, then the buttons should remain accessible and functional.
