Describe the bug

There are couple of places in decidim system that we need to log the action of the user(i.e create oath appliacation). This action is calling traceability, and since the system admin is not a Decidim::User, this would return without logging

To Reproduce

1. Go to system and log in with system admin credential
2. try creating am oath application
3. check the last log

Expected behavior

it is expected to see the logged action for this user
