Describe the bug

When we visit the website having a small resolution like : 810 x 535, the menu is always shown.

To Reproduce

1. Visit https://decidim-redesign.populate.tools/processes/Decidim4Dummies
2. Use a tool to simulate small tablet browser
3. See error

Expected behavior

The menu should be collapsed by default, with a visible link that could expand the menu
