Describe the bug

In “Meetings", where it says “Participants” acts like a link (cursos changes to finger pointer) and it’s not a link.

Also this happens in proposals and results when only one tab is active.

To Reproduce

1. Go to https://alpha.try.decidim.org/assemblies/aliens/f/20/meetings/18
2. Hover over the "Participants", the icon or the horizontal line

Expected behavior

• When there is only one tab active, I would expect this content to be black/grey and my mouse cursor not changing to finger pointer when I hover over it
