Right now the announcement in a space is a fixed box in the top. Depending on the first block configured for a space (basically, the hero) the resulting design is not the best (ignore the current margin issues, even with a proper margin, if we have the announcement in the top followed by a hero I think the design result is not good).

Options:

1. Make the announcement a block. This way we can control the position. Cons: another thing the admin has to configure in two places, making it harder to use.
2. Include the announcement in the Main data block ("Acerca de este proceso"). Cons: if you are not using this block (highly improbable?), the announcement won't be shown.
3. Leave it fixed at the top, ignore the design issue.
