Setting "administration" permissions on user (or role) seems to be ignored. I would like to give admin permissions to standard users (LDAP users) and want to avoid using the administrator for that.

To Reproduce
Steps to reproduce the behavior:

1. Set the administration permissions for user (or role)
2. Log the user out and in again
3. There is still no administration panel on the left

Expected behavior
I would expect the admin panel to show up
