I think I might need to PR this from a local (not fork) branch for it to initially trigger. Otherwise I might need to merge it in and get it working from there. |

This PR ports
seqcli's CI from AppVeyor to GitHub Actions. The goal is to still keep the CI mostly independent of the underlying platform.
