Following up on this suggestion ( #4365 (comment) ), this PR moves
new_tasktoSchedulerState. This was relatively easy to move. It's already pretty well annotated. So not too much to change there. Though this does now gain a C function interface for faster calling withinscheduler.py.black distributed/flake8 distributed
