To Reproduce

Steps to reproduce the behavior:

1. Grab an HDR monitor
2. Disable "Use HDR" in windows settings
3. Open sRGB JPG and sRGB PNG side by side (both 8 bit, 300dpi)
4. See that the colors are muted in the JPEG

This behavior is not present is other photo viewer apps, such as built in photo viewer or firefox, which do display correctly with HDR off.
