Steps to Reproduce

1. Initiate a drag.
2. Scratch to cancel.
3. Without releasing, enter the '?' gesture.

Current Behavior

After the drag-and-drop is cancelled, the gesture trace appears, the gesture menu can be opened, and gesture cheatsheet can be activated.

Expected Behavior

A gesture should not be activated after drag-and-drop is cancelled with scratch-to-cancel, before the user releases their finger.

None of the gesture trace, gesture menu, and gesture cheatsheet should be activated in this state.
