Reproducible on Mobile Safari and Chrome Device Mode.

Tested all the way back to v300.30.14 and still an issue there, so not a regression.

1. Tap anywhere in the empty space (gesture zone or scroll zone).
2. Initiate a gesture.

Current Behavior

Drag-and-drop activates.

Expected Behavior

Drag-and-drop should not activate when initiating a gesture.

Drag-and-drop should activate only after the mouse is held down for TIMEOUT_LONG_PRESS_THOUGHT.
