It would be nice if we had an extra output for when a PR was actually opened, or already existing

Add a new output, that could for example be a true/false that can tell CI whether the PR being linked in the output is indeed a fresh PR or already existing

I am planning to build a discord PTAL auto-post for Crowdin syncs and could use a label system but that would require quite a bit more wiring to verify that new crowdin prs are only posted once. this method could be used to ensure this.
