Looking good! Haven't done a deep review for the actual changes given this is mostly moving master to v1.20.

This PR addresses everything in the v1.20 release issue #934
Note the commits are organized for easier readability. Take special note of 838d06f which updates the release process itself to clarify and correct some steps.
