- save as a new entry/category - creates unpublished draft
- if you edit existing entry/category (create a provisional draft) and then click “Save as a new {type}”, it applies your changes to the new element and discards them from the existing one
save as a new is now available to people who can create drafts

Description
It was not possible to submit it for v4 as the change in src/fields/Matrix.php breaks some plugins (e.g. Neo, Super Table)
