Add SIRIUS functionalities that depend on dftd3, dftd4, nlcg, and variable cell relaxation. They are off by default and are not enabled even when the
EVERYTHINGflag is given.These functionalities are only available with the spack build as they require building multiple dependencies besides SIRIUS.
