Breaking change in 7.1.1 release for setting sysmon=core on Python < 3.12

**Describe the bug**
The latest patch release introduced a breaking behavior change in how coverage reacts to `sysmon=core` being set on Python versions where it is not supported.
Previously (with coverage<=7.1.0), this would simply result in a warning, while on 7.1.1 it actually produces an error due to an exception being raised.

**Expected behavior**
I am not sure whether the error is actually the desired behavior here or whether it should be a warning as before. However, I would not have expected a breaking change to be shipped as a patch release.
