The packer today considers all components as up for packing. But we should support users forcing a component to live in its own layer.

Since the common case is via xattr-provided components, it'd make sense to support an xattr interface for this. Though ideally the mechanism should be more generic than that so it applies to any component, when from the rpm, xattr, or bigfiles repo.
