Upgrade internal config deps to keep packages in sync and align with the latest config schema. Also refresh lockfiles and update the OpenAI adapters doc.

• Dependencies
  • Bump @continuedev/config-yaml to ^1.38.0 in core, continue-sdk, hub, and openai-adapters.
  • Bump @continuedev/config-types to ^1.0.14 in core.
  • Regenerate lockfiles (notably adds peer flags in openai-adapters).
  • Update VERCEL_AI_SDK.md to reference @continuedev/openai-adapters 1.36.0.
