feat: cn serve boolean

Summary by cubic

Adds an isServe flag to the CLI and sends it to PostHog telemetry to identify when the CLI runs in serve mode.

  • New Features
    • Added isServe() to detect "serve" in process.argv.
    • Included isServe in PostHog identify properties.
