Commit hash shouldn't be expected in runc --version

Releases of [runc](https://github.com/opencontainers/runc/releases) do not have the `commit:`. Because of this, version parsing fails and tools that use this library (e.g. [img](https://github.com/genuinetools/img)) fails to detect that `runc` is installed.
