This change cherry-picks bff82e1#diff-f3d67168a64a8a542e6370bf51a5da2089e30c5a9e9459b91907adbd358c476b to release/1.7 branch.
This resolves fuzz workflow errors on release/1.7 branch by pinning the fuzz action instead of using floating master tag.
