Not sure if it is related to this pr #9131.

use containerd config default content don't start containerd, tips nri.Config.PluginRegistrationTimeout cannot decode.

Steps to reproduce the issue

1. use containerd v1.7 binary to generate default config containerd config default
2. build containerd with main branch
3. restart containerd

can decode default config.
