Should we drop setuptools as well given it was dropped in PR ( dask/distributed#5923 )?

Upstream `setuptools` has been dropped in favor of `importlib.metadata`.
So drop it from `requirements/run` here as well.

Pushed a change to drop setuptools here. Hope that is ok 🙂
