When comic files are found in the library, the are automatically added as "NOT_IMPORTED". #2496
Description
As an administrator, I would like for CX to discovery unimported files and add them to the database. These comics would be given a new state, NOT_IMPORTED, to distinguish them from comics that were deliberately imported.
These comics would not be automatically processed, but would just be added to the database.
