PR tendermint/tendermint#8158 was modifying certain ABCI responses from booleans to enums, for future extensibility. See tendermint/tendermint#8158 for further details.

In v0.34.x/v0.37.x/v0.38.x some of those changes have been included with other unrelated changes.
This issue's goal is to make sure that none of the changes in tendermint/tendermint#8158 are left behind.
