v0.38.14 is a patch release in order to address the security advisory ASA-2024-011.

Unfortunately, it also included a PR, unrelated to the security patch, that has bumped the Go version to 1.23. This should not happen in a patch release.

The solution is to:

• Revert "chore: use the latest cometbft-db in v0.38.x (#4297)" #4442
• Retract v0.38.14 #4446
• Cut a new Release v0.38.15 #4447
• Communicate the issue and the solution to the community
