Feature Request

In ADR 109 we have decided to internalize numerous Go APIs following the research and due diligence
in that ADR. This is planned to take effect with CometBFT v1 release.

Prior to releasing v1 RC, however, we have found that our diligence was insufficient and several Go modules
that we internalize with ADR 109 would either (i) force a difficult upgrade on users or, worse, would
(ii) provoke some users to fork CometBFT.

We should open a subsequent ADR to do damage control for CometBFT users.
