We use https://expired.badssl.com for invalid cert test com-lihaoyi#27 but we still used doesnt-exist[dot]com for testing `verifySslCerts = false`

We use https://expired.badssl.com for invalid cert test #27 but we still used doesnt-exist[dot]com for testing
verifySslCerts = false.doesnt-exist[dot]comdoes exist, and it makes test flaky. (In fact, it failed in community build test https://github.com/scala/scala3/actions/runs/19784120108/job/56688226531?pr=24567)
