Bug Description

Currently, when accessing the web ui, there's no warning that database tables haven't been created. The UI fails in mysterious ways (ie: can't save API keys, random backend disconnects). It should warn and instruct to run migrations.

Steps to Reproduce

1. Start docker containers
2. Access web UI
3. It half-works with no warnings.

Expected Behavior

Either:

• A warning that migrations need to be run manually
  or even better:
• Automatically run the migrations

Actual Behavior

It fails in mysterious ways
