Tracking this dev dependency in the lockfile may reduce friction for contributors and reduce risk of version mismatches

It is redundant with the Nix configuration. Depot does suggest putting biome in the dev dependencies but we run into packaging issues (also a Nix thing). So I'm going to keep it out for now :) |

package.jsonmay reduce risk of version mismatches. However, if this is redundant to the nix configuration, it would also make sense if we decide this PR is not needed.
