server: a shared-process tenant's metrics registry is not unregistered on ALTER TENANT x STOP SERVICE #98100
Description
I'm merging #97889 which mucks with the way a tenant's metrics registry is linked into the host's metrics exporter. This patch does not address de-registration of the registry when the tenant is stopped (and neither did we do it before the patch).
FWIW, the code triggering the tenant's stop is here.
