Currently, all logic test packages disable test tenant randomization provided by the test server / test cluster. We should decide whether we need it or not - we do have 3node-tenant and 3node-tenant-multiregion configs that runs things with explicit 3 pod tenant. Perhaps the end state is that only tenant-specific tests should run against those and we should opt in for test tenant randomization for everything else.
