We should refactor all tests in ttljob package that use newRowLevelTTLTestJobTestHelper helper to run against both the system tenant and default test tenant. Currently this helper takes testMultiTenant boolean, and in most cases it's false because some features were not supported at the time (now all should be supported but might require override the cluster setting to enable it).
