This pins the tools to a precise version used locally and on the CI runners. At the same time, this commit updates these tools to the latest releases. This also switches the project to use Go 1.24.
Instead of a whitelist of linters, use a blacklist. This way, new linters added to golangci-lint will be automatically enabled.

These test have proven to be a bit flaky and it looks like the timings are a bit tight, especially on freshly provisioned clusters (the tests fail more often on new clusters, and are reliable on existing ones.
