What problem is this feature going to solve? Why should it be added?

CloudNativePG 1.27 introduces experimental support for failover quorum with #7572 .

Describe the solution you'd like

For 1.28 the feature should become stable and part of the API. We need proper testing in place, either internally or via an external project.
