Cherry-pick gcloud command fix PR to make sure our jenkins pipeline release-qual-v1.0.x can pass all the tests.
And I've discussed with Seb, we will have all release-qual-v1.0.x, release-qual-v1.1.x, release-qual-v1.2.x pipelines running in Jenkins.
