Add support for "--web" to "gh cs {list,create}" #7261
Description
Currently, from gh codespace (or gh cs), only the code subcommand support the --web option to present the results (in code's case, VSCode) in the browser.
However, create and list also have corresponding web pages that the CLI could link to:
