This issue covers adding a new top level command, org, to gh.

To start the only subcommand is list, which lists the orgs that the caller is a member or admin of.

The output should be a simple, undecorated list.

The only flag to support is --limit with a default of 30.

The order is undefined (ie, whatever is returned by the API without sorting).
