Be able to search issues or PRs by a matching string or regex.

Proposed solution

Users commonly put indicative text as part of the issues/PR titles, e.g. [Java] or [core]
The ide would be to include a new command to both issue and pr for example:

gh issue search "[core]"
gh pr search "[Java]"
