Running gh repo sync in a freshly cloned repository hangs

Steps to reproduce the behavior

Clone a repository
Change directory into it
run gh repo sync

Nothing happens. There is a text spinner ⣽ and nothing else.

Expected vs actual behavior

Expect it to do not much at all since it is a freshly cloned repo
